本文介绍了政务导游这种从导游的传统角色类型中新分化出来导游类型,并着重讨论了政务导游的体制回归以重新定位其角色的问题。本文认为,以建立导游自由职业者制度为目标的导游行政管理体制改革不能简单理解为导游与体制的疏离,政务导游的产生及其角色定位的核心问题,在于新的体制联结有助于建立起双方间的规范性正常交往关系,确保彼此的利益关切。 This paper introduces the types of tour guides that are newly differentiated from the traditional types of tour guides and focuses on the issue of the resettlement of government tour guides in order to reposition their roles. This paper argues that the reform of guided tour administration system based on the establishment of guided tour freedom system can not be simply understood as the alienation of tour guides and institutions. The emergence of government tour guides and the central issue of their role positioning lie in that the new institutional linkages help to establish Normative normal relations between the two parties to ensure mutual interest concerns.
