全世界的政府采购金额每年达数千亿美元,政府采购往往是一定区域内最大的消费,然而政府采购是游离于WTO有关货物和服务贸易之外的一个贸易领域。美国、欧盟等发达国家想把政府采购纳入到多边贸易体制中来,相反,印度等发展中国家则认为作为发展中国家实现自己的经济和社会规则的主要工具,政府采购应该留给成员国更大的自由空间。透明度原则作为一种折中的方法被提上WTO的议程,而且这种讨论还将继续下去。
Government procurement amounts to hundreds of billions of dollars each year. Government procurement is often the largest consumption in a certain region. Government procurement, however, is a trade area free from the WTO’s trade in goods and services. Developed countries such as the United States and the EU want to include government procurement in the multilateral trading system. On the contrary, developing countries such as India consider that as the main tool for developing countries to realize their own economic and social rules, government procurement should be left to member countries Big free space.
