水资源在西北内陆河流域具有特殊的意义,客观上要求水行政许可制度对水资源开发利用进行事前、事中和事后的全面控制。从西北内陆河水行政许可制度的理论价值和社会价值入手,探析西北内陆河流域水行政许可制度在设定、运行和保障方面的缺陷,提出西北内陆河流域水行政许可法律制度的完善路径。 Water resources in the northwest inland river basin has a special significance, objectively requires the water administrative licensing system for water resources development and utilization of prior, during and after the full control. Beginning with the theoretical value and social value of the system of administrative licensing of inland waterways in Northwest China, this paper analyzes the defects in the establishment, operation and guarantee of the system of water administration licensing in inland river basins in Northwest China and puts forward the improvement of the legal system of water administration in the Northwest inland river basin path.
