中国水利事业从过去以减灾兴利为主的工程建设阶段 ,已经发展到今天以资源开发和环境保护协调发展为目标的新时期。从这个高度检视流域的地质工作 ,对流域地质环境的认识远跟不上形势发展的需要。过去地质工作成果大部分是点的、小片的或局部的 ,缺乏对流域地质环境的全面调查和深入研究。在涉及到流域范围水资源的综合开发和环境保护问题时 ,资料就欠缺。加强对流域地质环境的再研究和对流域地质条件的再认识 ,已是大流域机构当前面临的重要任务。长江中下游广大地区众多的生态环境问题以及日益增加的人类活动、工程建设引发的一系列环境地质问题 ,都与地质条件息息相关 ,都需要从地质环境入手 ,提高认识 ,找出正确的对策
The construction phase of China’s water conservancy from the past, focusing on disaster reduction and development, has developed to a new era with the objective of coordinated development of resources and environmental protection. Viewing the geological work of the basin from this height, the understanding of the geological environment of the basin can not keep up with the development of the situation. In the past, most of the achievements in geological work were spotted, small or partial, and lack of comprehensive investigation and in-depth study on the geological environment in the basin. When it comes to comprehensive development and environmental protection of water resources in the basin, the information is lacking. Reinforcing the re-study of the basin’s geological environment and re-understanding of the basin’s geological conditions is already an important task now facing the large river basin agencies. A large number of ecological environment problems in the vast middle and lower reaches of the Yangtze River, as well as a growing number of human activities. A series of environmental and geological issues triggered by the construction are closely related to the geological conditions. All of them need to start with the geological environment to raise awareness and find the correct countermeasures
