南水北调工程规划中对调水与通航的结合问题有着不同观点：一是输水总干渠只考虑通水， 不考虑通航；另一种观点是综合利用输水总干渠通航。现就结合南水北调工程中恢复与开辟 南北大运河实现南水北调通水又通航的问题提出几点建议：１ 结合南水北调的东线方案恢复京航大运
In the planning of South-North Water Diversion Project, there are different views on the integration of water diversion and navigation: First, water diversion only takes into account water diversion and does not consider navigation; another view is the comprehensive utilization of water diversion from the main diversion canal.
