干部人事档案是干部成长全过程的历史浓缩,是干部德、能、勤、绩的真实记录。干部人事档案作为党的干部工作不可缺少的重要组成部分,在全面、历史、客观地了解和评价干部,选拔任用干部,专业职务评定等方面都起着重要的历史凭证作用。因此,正确认识干部人事档案工作存在的问题,科学地解决好这些问题,对于做好新时期的干部人事档案工作,充分发挥干部人事档案的作用,意义十分重大。由于我国正在经历由计划经济向社会主义市场经济的历史变革,干部人事档案工作延续过去的思维模式和管理模式的痕迹仍然很重。
The personnel files of cadres are the historical enrichment of the whole process of the growth of cadres and are the true records of cadres’ morality, energy, diligence and performance. As an indispensable and important part of the work of the party’s cadres, the personnel files of the cadres play an important historical voucher role in comprehensively, historically and objectively understanding and appraising cadres, selecting and appointing cadres, and evaluating professional positions. Therefore, a correct understanding of the problems existing in the work of cadre personnel files and the scientific resolution of these issues are of great significance for doing a good job in handling cadre personnel files and giving full play to the personnel files of cadres in the new period. As our country is experiencing historical changes from a planned economy to a socialist market economy, traces of the thinking mode and management model of continuing the cadre personnel archives work remain heavy.
