在人们对能源安全、气候变化与本地环境质量的关切下,提高波动性可再生能源在能源体系中的比重,成为世界各国的共同选择。目前,我国能源发展的现状为:一方面,风电、水电等新能源快速发展,我国成为世界新能源大国;另一方面,随之而来的弃风弃水问题愈加严重,风电及水电的利用效率显著下降。问题:弃风弃水凸显我国新能源发展困境我国风力发电的发展经过较长时间的技术与经验积累,从2005年开始迎来爆发式发展。在标杆电价体系的支持下,装机容量连续多年翻番式增长,2012年底,风电装机容量达到6083万千瓦。但是,在装机迅速增加的同时,也暴露出很多的问题。据国家能源局发布数据显示,2012年全国风电平均利用小时1890小时,比2011年的1920小时减少了30小时。
