新移民是改革开放以来中国社会出现的特定的人口现象和社会现象。本文在调查研究福建省新移民基本状况的基础上 ,对福建新移民的形成、模式和类型、规模、构成、分布及作用影响进行深入的剖析 ,提出应将发展新移民作为 2 1世纪福建省侨务工作的战略重点。并从出入境管理工作和侨务工作角度对实现这一战略转移的思路和相关政策作了大胆的探索 ,提出改革建议 New immigrants are the specific demographic and social phenomena that have emerged in Chinese society since the reform and opening up. Based on the investigation and study of the basic conditions of new immigrants in Fujian Province, this paper analyzes in depth the formation, mode, type, size, composition, distribution and effect of new immigrants in Fujian Province, and puts forward that the development of new immigrants should be regarded as the first- Strategic focus of overseas Chinese affairs. And boldly explored the ideas and policies concerning the realization of this strategic shift from the point of view of the work of exit and entry administration and overseas Chinese affairs and proposed the suggestions for reform
