1992年中共第十四次全国代表大会确定了建立社会主义市场经济的目标。1993年中共十四届三中全会通过的《关于建立社会主义市场经济体制的决定》进一步为中国的社会主义市场经济体制描绘了清晰的蓝图。 根据中共中央的上述决定,从1994年初开始,中国政府在财税、金融、外汇管理、企业制度、社会保障体系等方面采取了一系列重大的改革措施。今年上半年,上述五方面改革的进展情况不完全相同。其中已经实施的各项改革对于稳定经济、促进发展起了良好的作用。今年上半年,中国国内生产总值增长11.6％;工业增加值增长15.8％(其中国有工业增长5.3％)。明年各个方面改革都将在今年工作的基础上加快步伐,使改革向纵深推进。
In 1992, the 14th National Congress of the Communist Party of China set the goal of establishing a socialist market economy. The “Decision on Establishing a Socialist Market Economic System” passed at the Third Plenary Session of the 14th CPC Central Committee in 1993 further laid out a clear blueprint for China’s socialist market economic system. According to the aforesaid decision of the CPC Central Committee, since early 1994, the Chinese government has adopted a series of major reform measures in the areas of taxation, finance, foreign exchange administration, the enterprise system and the social security system. In the first half of this year, the progress of the above five reforms is not exactly the same. The reforms already in place have played a good role in stabilizing the economy and promoting development. In the first half of this year, China’s GDP increased by 11.6%; its industrial added value increased by 15.8% (of which China’s industrial growth was 5.3%). Next year, all aspects of reform will be accelerated on the basis of this year’s work so that the reform will be advanced in depth.
