由江苏、浙江、上海组成的长三角地区在经济基础与法制发展方面都居全国前列,然而正是由于良好的经济基础与法制环境使得在经济一体化背景下的长三角面临着更加严峻的考验。随着跨行政区域的经济文化交流的更加频繁,很多行业在自己的专业领域和相关延伸领域形成了一套较为固定的规则,而这种态势也正逐步向整个长三角地区扩散。可以说,跨越行政区划的超区域合作正代替传统的行政区划内合作,成为未来发展的趋势。而相应的配套措施——区域立法,也应跟上步伐,为其提供制度上的保障。
The Yangtze River Delta consisting of Jiangsu, Zhejiang and Shanghai occupies the forefront of both the economic base and the development of the legal system. However, due to the sound economic and legal environment, the Yangtze River Delta under the background of economic integration is facing a more severe test . With the economic and cultural exchanges across administrative regions becoming more frequent, many industries have formed a set of relatively fixed rules in their fields of specialization and related extensions, and this trend is also gradually spreading to the entire Yangtze River Delta. It can be said that the super-regional cooperation across administrative divisions is replacing the traditional cooperation within the administrative divisions and becomes the trend of future development. The corresponding supporting measures - regional legislation, should also keep pace, to provide institutional protection.
