本文回顾从对建设环境和对人的治理两个视角出发的“问题社区”社会治理,提出这两个视角来源于不同的治理理念。但是,随着时间的推移,基于两个视角的实践均发生了重要的变化:人与环境的互动和“问题社区”内的居民的自主性变得更加重要。二者也因此有了更多的关联。本文的讨论基于世界多个国家的实践,并指出在“问题社区”的治理中,发达国家和发展中国家越来越多地相互影响和渗透。
This article reviews the social governance of the “problem community” from two perspectives, namely, the construction environment and the people’s governance. It is proposed that these two perspectives come from different governance concepts. However, over time, there have been important changes in practice based on two perspectives: the interaction between people and the environment and the autonomy of residents within the “problem community” have become even more important. So the two have more relevance. The discussion in this article is based on the practice of many countries in the world and points out that in the governance of “problematic communities”, the developed countries and the developing countries are increasingly interacting and infiltrating each other.
