欧盟内部的地区经济差异明显。从一体化与地区问题的关系来看 ,一体化要获得成功 ,就要使所有的成员国及其地区从中受益。地区政策正是共同体为维护自身的统一和完整所采取的一种策略 ,也是克服市场一体化对落后地区带来的负面影响所进行的必要的适度经济干预。欧盟东扩后 ,地区聚合问题将更加突出。加入欧盟的所有中东欧国家都将处于欧盟最穷成员国的水平。因此 ,从结构基金再分配的角度看 ,欧盟在东扩进程中有几种战略可供选择。 Regional economic differences within the EU are obvious. From the perspective of integration and regional issues, to achieve success in integration, all member countries and their regions should benefit from it. Regional policy is just a tactic adopted by the community to safeguard its unity and completeness, as well as a necessary modest economic intervention to overcome the negative impact of market integration on backward areas. After the eastward expansion of the EU, the problem of regional aggregation will become even more prominent. All Central and Eastern European countries that join the EU will be at the level of the EU’s poorest member states. Therefore, from the perspective of the redistribution of structural funds, the EU has several strategies to choose from during its eastward expansion.
