中国沿海地区地势低平,生态环境极其敏感和脆弱,是中国自然灾害高风险区.21世纪,全球海平面上升和区域地面沉降叠加所致的相对海平面上升速率存在加快趋势,将加剧中国沿海地区土地淹没、风暴潮和洪涝灾害、水资源短缺等矛盾,并影响城市抗灾功能、沿海地区建筑物安全及生态资源.为此,根据可持续发展原理,必须控制温室气体排放,对地下水资源优化采灌和地面沉降系统防治,提高沿海地区防潮和防汛工程设计标准及城市抗灾能力,对相对海平面上升进行战略和政策研究及预报预警,以有效实现21世纪中国沿海地区资源和环境持续利用及经济和社会可持续发展.
