生态技术创新是在资源环境约束强度增大条件下,能够满足人类生态需求、减少生产与消费边际外部费用的支撑可持续发展的技术创新。生态技术创新离不开市场和政府的双轮驱动。根据生态技术创新外部性程度的差别,政府和市场对其调节机制的组合也不同。从总体上分析,生态技术创新的实现路径有以下三种:市场内生的生态技术创新、政府提供的满足公共服务要求的生态技术创新、政府规制下通过发挥市场调节功能而实现的生态技术创新。
Eco-technology innovation is a technological innovation that sustains sustainable development under the condition of increasing constraining resources and resources, satisfying human ecological needs and reducing marginal external costs of production and consumption. Ecological technology innovation can not be separated from the market and the government’s two-wheel drive. According to the differences in the degree of externalities of eco-technology innovation, the government and the market also have different combinations of their regulatory mechanisms.
