我国当前的高考加分政策同时包含了奖励优秀、特长学生和补偿弱势群体学生这两个截然不同、甚至相互冲突的价值取向和政策目标。这种二元目标结构在政策执行过程中削弱了该政策的整体实施效果,损害了弱势群体的权益,影响了奖励性功能的发挥,也引发了更多的教育不公平问题。因此,改革高考加分政策需要将奖励与补偿这两种目标明确区分开来,运用不同的政策工具分别加以执行和完善。
The current college entrance examination bonus policy in our country contains two distinct and even conflicting values and policy objectives of rewarding outstanding students, students with special skills and students in disadvantaged groups. This dual target structure has weakened the overall implementation effect of the policy in the process of policy implementation, undermined the rights and interests of vulnerable groups, affected the performance of rewarding functions and triggered more education inequities. Therefore, the reform of college entrance examination plus points policy need to reward and compensation of these two goals clearly separate, using different policy tools to be implemented and improved.
