在美国,没有一部在全国范围内统一实施的公证法。根据美国宪法的规定,公证法律由各州分别制定。各州通过各自的立法对本州的公证事务加以规范。公证人由各州政府(通常是州长、州务卿或者州议会)根据实际需要加以任命,任期一般为四年。因此,美国的公证人数量要远远多于世界上的其他国家。根据全美公证人协会于2006年7月所做的统计,美国约有450万公证人,而同期在英格兰和威尔士,仅有900名执业公证人。
In the United States, there is no notary law that is uniformly implemented throughout the country. According to the provisions of the U.S. Constitution, notary laws are formulated by each state separately. The states regulate their state notarial affairs through their own legislation. Notaries are appointed by state governments (usually governors, secretaries of state or state legislatures) based on actual needs, for a term of four years. As a result, there are far more notaries in the United States than in the rest of the world. According to statistics compiled by the National Association of Notaries in July 2006, there are about 4.5 million notaries in the United States compared with 900 notaries in England and Wales over the same period.
