没有卓越的教师不可能有一流的大学;没有权利保障不可能有卓越的教师。我国将9月10日定为教师节并制定了专门的《教师法》。今年9月10日是第28个教师节。作为太阳底下最光辉的职业,作为人类灵魂的工程师,教师应当受到特别的重视和尊重。在向所有教师表达谢意的同时,我们也深刻地感受到,《教师法》的一些规定在现实中尚未落实,教师权益及纠纷解决至今缺乏细致的法律规定。我国正在着手推进的事业单位改革必将慎重考虑高校教师的法律地位。为此,我们就高校教师法律问题研究、权利保障的立法现状及申诉处理与司法审查等理论与实务方面组织了一组文章(稿件来自北京外国语大学中外教育法研究中心组织的教育法治论坛),以期推动教师法律法规的全面落实,更好地保障教师的权益,为建设一批世界一流高校助力。
No outstanding teacher can not have a first-rate university; there is no right to guarantee that there can be no outstanding teacher. Our country will be September 10 as a teacher’s day and has formulated a special “teacher’s law.” September 10 this year is the 28th Teacher’s Day. As the most glorious career in the sun, as engineers of human souls, teachers should receive special attention and respect. While expressing our gratitude to all teachers, we also deeply feel that some provisions of the Teachers’ Law have not yet been implemented in reality. So far, there is a lack of detailed legal provisions on the rights and interests of teachers and the resolution of disputes. The reform of public institutions that China is proceeding with will inevitably seriously consider the legal status of university teachers. To this end, we have organized a series of articles on the legal issues of university teachers, the current legislation on the protection of rights and the theoretical and practical aspects of appeal handling and judicial review (the manuscript came from the Education Rule of Law Forum organized by the Chinese and Foreign Education Law Research Center of Beijing Foreign Studies University) With a view to promoting the full implementation of teacher laws and regulations, to better protect the rights of teachers for the building of a group of world-class colleges and universities boost.
