社会组织是社会治理的主体之一。自十八大报告以来,国家治理现代化的战略目标提出将对社会组织的研究推向了一个新阶段。社会组织能力,作为社会组织的一个重要组成部分,其提升,既是社会组织自身发展的内在要求,也是完善社会治理体系的迫切之举。但理论界对社会组织能力的建设问题研究尚浅。以下基于社会组织能力建设的价值诉求,通过分析社会组织能力建设资金不足、人才匮乏、公信力不强、独立性不够的现实困境,试从提升社会组织的决策能力,吸纳人才能力、筹资能力、创新发展能力和培训能力来探析社会组织能力建设问题。
Social organization is one of the main body of social governance. Since the 18th National Congress of the Communist Party of China (CPC), the strategic goal of national governance modernization has put the study of social organizations to a new stage. As an important part of social organization, its ability to promote social organization is not only the inherent requirement of the development of social organizations but also the urgent action of perfecting social governance system. However, there is still a paucity of theoretical studies on the construction of social organizational capacity. The following based on the value of social organization capacity-building demands, through analysis of social organization capacity-building lack of funds, lack of talent, credibility is not strong, independence is not enough realistic plight, try to enhance the decision-making capacity of social organizations, to attract talent, financing ability, innovation Development ability and training ability to analyze the capacity building of social organizations.
