信访的法治化进程应推动信访工作从“一事一议”的个案解决模式转型为“一事众议”“多事共议”的公共决策解决模式,应推动信访处理从内部隐蔽操作转向公开、透明、参与,还应充分利用信访既有系统,对当前信访制度进行更新,扩大制度红利。实践中,信访法治化可拥有渐进型、理想型两种可行的路径选择:渐进型设计是以信访为关键反馈实现政策系统的自我优化,理想型设计是将信访会议平台设计为对地方立法和政府规范性文件进行审查的机构。
The process of legalization of letters and visits should promote the pattern of public decision-making that the petition work should be transformed from a “case-by-case” resolution to a “case-by-case discussion.” The operation turned to be open, transparent and participatory. We should also make full use of the existing systems of letters and visits, update the current letter and visit system and expand the system bonus. In practice, the legalization of petition can have two feasible paths: progressive and ideal: progressive design is the self-optimization of policy system with petition as the key feedback, and the ideal design is to design the petition conference platform to local legislation and Government normative documents to review the body.
