目前我国不少省会城市和大多数二三线城市在区域内的铁路建设几乎都是空白。无论是出于经济结构调整、缓解特大城市人口和资源压力,还是加快城镇化发展、实现农村劳动力的就近就业,都迫切需要建设区域内或省区内地区铁路。今年7月,国家发改委批准了山东半岛区域城市群轨道交通网规划,以济南、青岛为中心,连接周边14个城市。加上已在规划建设中的京津冀、长三角、珠三角、长株潭等地区城际轨道交通网,以及在“十二五”规划纲要中提出的推进城市群区域发展等,可以说以地区铁路为标志的新一轮区域轨道交通建设方兴未艾。 At present, many provincial capital cities and most second and third tier cities in our country have almost no railway construction in the region. Whether it is for economic restructuring, alleviating the population and resource pressure of mega-cities, speeding up the urbanization and realizing the employment of rural labors, there is an urgent need to build railways in or within the regions. In July this year, the National Development and Reform Commission approved the planning of the rail transit network in the Shandong Peninsula regional urban agglomeration, connecting 14 neighboring cities around Jinan and Qingdao. Together with the planned inter-city rail transit network in Beijing, Tianjin, the Yangtze River Delta, Pearl River Delta, Chang-Zhu-Tan and other areas as well as the promotion of the development of urban agglomerations proposed in the “Twelfth Five-Year Plan” It can be said that a new round of regional rail transit marked by regional railways is in the ascendant.
