在低油价形势下的海外油田市场中,作业收入严重萎缩,海外项目部创新物资管理,实现降本增效成为项目发展的重要着力点。本文介绍了构建物资供应链管理模式的内涵和做法;阐述了通过提供信息反馈和教育培训支持,在供应商之间促进质量改善和质量保证,实现为库存而采购到为订单而采购的转变,实现从采购管理向外部资源管理转变的意义;全面总结了建立起安全、稳定的物资供应链管理体系,实现物资管理水平、保障能力、社会效益和经济效益等方面的显著提升的实践经验。
In the overseas oilfield market under the condition of low oil price, operating income has been seriously reduced. Overseas project departments have made innovations in materials management and reduced costs and increased efficiency have become important focuses of project development. This paper introduces the connotation and practice of building material supply chain management mode, expounds the change of procurement for stock and purchasing for order by providing information feedback and education and training support, promoting quality improvement and quality assurance among suppliers, To realize the transformation from purchasing management to external resource management; and to comprehensively summarize the practical experience of establishing a safe and stable material supply chain management system and achieving significant improvement in materials management, support capability, social benefits and economic benefits.
