我国从20世纪90年代初就开始研究、制定发展自己的卫星移动通信系统方案。卫星移动通信系统既能弥补地面移动网的不足,又可以作为地面移动网的延伸,从而满足漫游通信以及地面通信网覆盖不到地区进行通信的需要。使用卫星移动通信系统可以解决占国土面积50%左右、地面蜂窝网难以覆盖的稀路由通信地区的通信;能满足大量的货运、海运、航空、野外勘探、抢险救灾及国防等移动载体“动中通”业务的迫切需求;它是解决全国不能通电话的自然村通信问题的最有效途径;可为党中央、国务院在第一时间掌握灾区情况,决策救灾部署提供依据的重要通信手段;同时,它也是解决灾害发生过程中通信的唯一应急通信手段。
