福建省卫生监督机构的日常医疗卫生监督制度现状分析

从日常监督制度角度,找出卫生监督机构预防监督员受责任追究方面存在的优势和不足之处,从而提出有针对性的建议,使卫生监督员在医疗卫生监督执法过程中的行为更加合法、合理,同时规避风险。方法:采用分层抽样选取样本,通过信访问卷调查,对福建省卫生监督机构基本情况、担负职责、职责授权方式、工作要求、日常工作制度建设等情况进行汇总,并进行统计学分析。结果:1.我省监督机构从事医疗卫生监督的职责尚未统一,责任委托方式不规范;2.有66.3%的机构已建立书面的医务日常监督制度,但完整建立覆盖率、监督频次、投诉举报查处、案件移送、预防问责培训等制度的仅占15.2%,且2015年与2012年相比,情况没有得到改善。各项制度的改善仍有很大进步空间。结论:各级卫生计生行政部门应该以书面的形式明确授权医疗卫生监督机构的职权。监督机构也要制定相应的制度以明确监督员的职责。各级卫生监督机构应当加强建立和完善本单位的医疗卫生日常监督制度,尤其是基层的监督机构。上级部门也应将机构的日常规章制度建设作为机构稽查考核重要指标,严格考核标准,促进机构规范化建设。 From the perspective of the daily supervision system, we can find out the advantages and disadvantages of the prevention supervisors in the health supervision institutions and put forward the targeted suggestions to make the health supervisors more legal in the process of medical supervision and law enforcement, Reasonable, while avoiding the risk. Health supervision agencies at all levels should step up the establishment and improvement of their daily health and medical supervision system, especially the grass-roots supervision agencies. The higher authorities should also regard the establishment of daily rules and regulations as an important index for the inspection and examination of institutions and strictly check the standards so as to promote the standardization of institutions.
