物业税是市场经济国家调节房地产市场的重要经济杠杆。开征物业税将有助于限制政府的短期行为,减少房地产投资开发风险,降低房屋成本,优化房地产市场结构,增进社会公平。但在展望物业税可能赢得诸多利益的同时,也应客观地预见到它在实际操作中可能产生的新问题,以便有效防范。总的来看,目前开征物业税的时机尚不成熟,应谨慎行事,切不可操之过急。
Property tax is an important economic lever for the market economy countries to adjust the real estate market. The introduction of property tax will help limit the government’s short-term behavior, reduce the risk of real estate investment and development, reduce housing costs, optimize the real estate market structure and promote social equity. However, while looking forward to the property tax may win many benefits, it should also objectively foresee new problems that may arise in its actual operation so as to be effectively prevented. On the whole, the timing of the introduction of property tax is not yet ripe and caution should be exercised.
