能源危机和环境污染的加剧,推动了新能源产业的发展。新能源汽车具有“准公共物品”的属性,决定了政府应当对其进行激励性规制。以政府补贴这一激励性规制手段为分析对象,运用成本效益、比例原则等方法,对补贴内容和体制的科学性分析发现:当前我国补贴判断标准及对象的科学性存疑,同时“中央+地方”的双层补贴体制,引发了垄断和行政资源浪费问题。一方面要增强政府补贴政策的科学性、民主性,另一方面要丰富激励性规制手段,促进可持续发展目标的实现。
The energy crisis and environmental pollution intensified and promoted the development of new energy industry. The new energy vehicles have the property of “quasi-public goods”, which determines that the government should exercise the incentive regulation. Taking the government subsidy as an incentive and regulatory measure as the analysis object, using the methods of cost-benefit and proportionality, the scientific analysis on the content and system of the subsidy finds that: at present, the judgment standard of subsidy in China and the scientificity of the object are dubious; meanwhile, Local "double subsidy system, causing a waste of monopoly and administrative resources. On the one hand, it is necessary to enhance the scientific and democratic government subsidy policy; on the other hand, we must enrich the incentive and regulatory instruments to promote the realization of the goal of sustainable development.
