近年来,在对加油站油品运、储、发等多个环节进行探访与调研时发现,部分加油站油品损耗严重,亏损居高不下。一般说来,大站高于小站,老站高于新站,夏季高于冬季,汽油高于柴油。而且,这些油品都是在预定的损耗范围外,莫名其妙的大量“蒸发”,特别是中国石油销售系统推行“升进升出”计量制度以来,不少加油站的油品损耗更加明显和突出,少数加油站对上级下达的油品损耗指标怨声载道。那么,这些亏损的油品究竟“耗“到哪儿去了,又如何防控这些漏洞呢?
