从失业理论和就业政策研究走向看,失业现象一直存在,只要不越过临界值就是正常的。失业在正常的经济体中会呈现出特定人群、特定区域、特定产业问题。解决特定失业问题有两条路径,一是提升劳动者素质,以便产业转型中转岗,二是拓展新就业空间。双创在提升劳动者素质、新增市场机会和容量双方面都对就业产生积极影响,特别是在群体创业特征中能明显观察到双创的作用。
From the perspective of the study of unemployment and employment policy, the phenomenon of unemployment has always existed, as long as it does not cross the threshold is normal. Unemployment in the normal economy will show a specific population, specific regions, industry-specific issues. There are two ways to solve a specific unemployment problem. One is to upgrade the quality of workers in order to change jobs in the industrial restructuring and the other is to expand new employment opportunities. Double innovation has positive impact on employment both in enhancing the quality of laborers, adding new market opportunities and capacity, especially in the characteristics of group entrepreneurship.
