村民自治是中国共产党领导亿万农民建设有中国特色社会主义民主政治的伟大创造。村民自治是我国农村改革开放后广泛推行的以民主选举、民主决策、民主管理、民主监督为基本内容的群众组织和直接民主制度,是我国民主政治建设的一项基础工程。本文阐述了村民自治的理论基础和历史背景,对村民自治组织和基层党组织的关系进行了梳理和展望,指出了二者关系的协调发展和成熟将是一个长期的渐进的过程。
Villager self-government is a great creation of the CPC leading hundreds of millions of peasants in building socialist democratic politics with Chinese characteristics. Villagers’ self-government is a mass organization and direct democracy based on democratic election, democratic decision-making, democratic management and democratic supervision, which are widely practiced in the rural areas after the reform and opening up in our country. It is a basic project for the construction of democratic politics in our country. This paper expounds the theoretical basis and historical background of villager autonomy, combs and prospects the relationship between villagers autonomy and grass-roots party organizations, and points out that the coordinated development and maturity of the two relations will be a long-term and gradual process.
