初级卫生保健作为全球战略性的卫生政策和策略已经愈来愈被人们所熟知,尤其在发展中国家,更受到重视。近年来,第三世界各国政府纷纷采取有力措施,加强初级卫生保健工作,取得了显著的成绩。1978年,世界卫生组织和联合国儿童基金会在苏联阿拉木图召开了国际初级卫生保健会议。在这次会议上,通过了著名的《阿拉木图宣言》,提出 Primary health care as a global strategic health policy and strategy has become more and more familiar, especially in developing countries.
