区域一体化进程的加快带来了区域公共产品供给不能满足居民需求的问题。社会建构属性的存在使得区域公共产品的范围和界限加以确定。区域公共产品供给涉及区域组织、辖区政府、辖区民众三个利益主体,偏好表露问题反映了公共产品的配置效率,管理激励问题反映了公共产品供给的技术效率,制度效率则可看成是评估区域公共产品供给一系列制度设计和制度安排的有效性。只有从技术效率、配置效率和制度效率三者的角度出发,才能综合评价区域内各辖区公共产品的供给效率。健全区域公共产品供给的合作与补偿机制等制度安排有利于供给效率的提高。
The acceleration of regional integration has brought about the problem that the supply of regional public goods can not meet the needs of residents. The existence of social construction attributes makes the scope and boundaries of regional public goods determined. The supply of regional public goods involves the three stakeholders of regional organizations, the area government and the people in the area. Preference disclosure problems reflect the allocation efficiency of public products. The management incentive problems reflect the technical efficiency of public product supply. Institutional efficiency can be regarded as the assessment area Public goods supply a series of system design and the effectiveness of institutional arrangements. Only from the perspectives of technical efficiency, allocation efficiency and system efficiency, can the comprehensive evaluation of the supply efficiency of public products in all jurisdictions in the region be conducted. Institutional arrangements such as improving cooperation and compensation mechanisms for the supply of public goods in the region are conducive to the improvement of supply efficiency.
