近年来,我国一些地方政府相继采用政府雇员制这一在国外已经比较成熟的聚才形式,来引入政府专业性人才,这种政府用人机制的创新悄然推动了我国政府人事管理体制改革的进程。但是政府雇员制在我国还处于探索和试行阶段,相关法律缺失,我国政府雇员制面临诸多困境。为此,我国政府应该在完善政府雇员制的法律机制、提高政府部门公务员的素质、健全政府雇员薪酬体系及考核机制、创造良好的人才发展环境等方面做出努力与探索。
In recent years, some local governments in our country have adopted the government employee system, which is a mature form of polygamy in foreign countries, to introduce government professionals. The innovation of government employment mechanism has quietly promoted the process of government personnel management system reform in our country. However, the government employee system in our country is still in the stage of exploration and trial, the relevant laws are missing, and our government employee system faces many difficulties. For this reason, our government should make efforts and exploration in improving the legal system of government employees, improving the quality of civil servants in government departments, improving the salary system and assessment mechanism for government employees, and creating a good talent development environment.
