近年来,我国保险监管在不断完善的过程中逐渐走向成熟,三支柱监管体系有效建立,现场监管和非现场监管方式呈现互补格局,信息披露制度从无到有,市场配置资源的机制不断深化,更加注重保护消费者权益。与此同时,我国保险监管质量体系建设的步伐也逐步推进,有效促进了保险监管部门职能转变和管理创新,确立了服务、法制、效率和创新的监管思维。但是,我们也应当清醒地看到,在我国保险监管质量体系建设实践中,考评机制还存在一些不足,尚需进一步完善。
In recent years, China’s insurance supervision has been gradually maturing in the process of continuous improvement. The three-pillar supervision system has been effectively established. The on-site supervision and off-site supervision have shown a pattern of complementarity. The system of information disclosure has gone from scratch and the mechanism of market allocation of resources has been deepening. Pay more attention to protecting the rights and interests of consumers. At the same time, the pace of construction of China’s insurance regulatory quality system has also been progressively promoted, which has effectively promoted the functional transformation and management innovation of the insurance regulatory department and established the regulatory thinking on service, legal system, efficiency and innovation. However, we should also be soberly aware that in the practice of our country’s insurance regulatory quality system construction, there are still some shortcomings in the assessment mechanism, which still needs to be further improved.
