近来,有关我国多地屋顶违章建筑的报道相继出现。人们纷纷声讨这些违章建筑的主人,因为他们简单粗暴地把公共资源据为己有,侵害了他人的利益;而且不少违章建筑规模庞大,为建筑安全带来了隐患。人们呼吁相关机构严格执法,依法拆除这些违章建筑。与此同时,一些有识之士也提出,屋顶是一种特殊而利用率还很低的宝贵资源,与其让个别居民无序开发利用,还不如出台相关的法规制度,让人们在保障建筑安全的前提下,依法合理有序地开发屋顶资源。 Recently, there have been reports of illegal buildings on rooftops in many places in China. People clamoured for the masters of these illegal buildings because they simply used public resources as their own and infringed upon the interests of others. Moreover, many illegal buildings had large scales and brought hidden dangers to building safety. People call for strict enforcement of relevant laws and regulations and the removal of these illegal buildings in accordance with the law. At the same time, some people of insight also pointed out that roofs are a special kind of precious resources that are still underutilized. Instead of letting individual residents develop and utilize them out of order, it would be better to introduce relevant laws and regulations to ensure people’s safety in construction. Under the premise of this, we will develop roof resources in a rational and orderly manner.
