我是1979年3月从中国科学院半导体研究所调国家经委技术局质量管理处工作的。当时,我在质量管理方面完全是个门外汉。在工作中不断地学习刘源张、沈思聪、杨文士等老师的著作或听取他们的讲座,并结合清河毛纺厂实施TQC、北京内燃机总厂实施QC小组的经验资料或现场参观,才对质量管理逐步有了理解和认识。当我到国家经委工作时,技术局质量管理处已在开始筹建中国质量管理协会了。据说是根据经委领导在刘源张、杨文士等专家们的意见书上批示实施的。大概是5月份,质量管理处处长耿 I was working from the Institute of Semiconductors, Chinese Academy of Sciences in March 1979 on the Quality Management Division of the State Economic and Trade Commission and Technology Bureau.
