哈佛大学公共卫生学院Marc Mitchell教授是这样形容美国的医疗体制:美国在医疗领域没有“系统”——没有单一的出资人,没有单一的服务提供者,没有形成规模的政府系统,没有中央性的规划。如此的描述可能会给我们一种美国医疗服务完全市场化的印象,但是如果进一步探索,我们会发现美国医院的历史、资金来源和组织制度一直对这种市场化进行着一种独特的对抗,社会性影响着医疗服务的全局。
Professor Marc Mitchell of the School of Public Health at Harvard University described the medical system of the United States in this way: The United States does not have a “system” in the medical field - there is no single investor, no single service provider, no scale government system, no central government Sex planning. Such a description may give us the impression that the U.S. medical service is completely market-oriented, but if we explore further, we will find that the history, sources of funds, and organizational systems of U.S. hospitals have always confronted this kind of marketization with a unique confrontation.
