京津冀区域人才的合作多形式但少实效,人才合作中最大的壁垒是体制障碍,且缺少法律供给。建议出台《京津冀区域人才合作发展纲要》,构建区域人力资源政策法规体系;建议成立区域性立法合作协调机制,来满足该区域人才合作和发展的需要,建议建立区域行政组织,负责京津冀区域人才规划和重大发展战略。
The cooperation between Beijing, Tianjin and Hebei’s regional talent is in many forms but less effective. The biggest barrier in talent cooperation is the institutional obstacle and the lack of legal supply. It is recommended that the Outline for the Development and Cooperation of Beijing-Tianjin-Hebei Regional Talents be formulated to establish a regional human resources policy and regulation system. It is suggested that a regional legislative cooperation and coordination mechanism be set up to meet the needs of talent cooperation and development in the region and a regional administrative organization is proposed to set Beijing- Hebei regional talent planning and major development strategy.
