2009年9月11日,根据美国钢铁工人联合会的申请和美国国际贸易委员会的建议,美国总统奥巴马决定对从中国进口的所有小轿车和轻型卡车轮胎实施为期三年的惩罚性关税。这一决定给中国相关产业带来极大的打击。通过这起案件,我们看到以保护劳工权益为名的美国贸易保护主义有抬头之势。因此,分析作为美国利益集团之一的工会及其在中美贸易往来中的影响至关重要,同时,有必要进一步研究美国借保护劳工权益之名进行的新型贸易保护主义行为。
