公共采购的监管是治理理念和实践的一个重要应用领域。治理是当下新自由主义话语与实践的组成部分,本文依此探索了土耳其公共采购改革进程。本着透明、反腐败、保障竞争的治理原则,土耳其于2002年通过建立独立监管机构进行了公共采购制度改革。此次改革十年之后,我们的分析表明,政治意愿、采购市场的各种经济力量以及制度一组织安排的问题,导致了治理理念与实践的倒退。 Regulation of public procurement is an important area of ​​application of governance philosophy and practice. Governance is an integral part of the current neoliberal discourse and practice. This article explores Turkey’s public procurement reform process. In line with the principles of transparency, anti-corruption and protection of competition, Turkey conducted the public procurement reform in 2002 by establishing an independent regulatory body. Ten years after the reform, our analysis shows that the political will, the various economic forces in the procurement market, and the institutional arrangement of the system have led to a regression in the philosophy and practice of governance.
