农业广播电视学校面向农业、面向基层、坚持为当地经济建设服务，为农村两个文明建设服务，培养留得住、用得上的初中级应用型人才。在农广校实行“双证制”是贯彻执行《中国教育改革与发展纲要》关于在“全社会实行学历文凭与职业资格证书并重制度”的规定以及劳动部“关于技术学校、职业（技术）学校和就业训练中心毕（结）业生实行职业技能鉴定和国家职业资格证书制度”的要求，也是继续深化农广校教育改革，将人才培养与劳动制度相互配套，在注重学员学习理论知识的同时，积极调动学员学习实际操作技能，以提高学员整体素质，培养和造就更多的有利于农村经济发展的高素质人才。
