政府和市场是两种不同的资源配置方式。党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》明确指出,“经济体制改革是全面深化改革的重点,核心问题是处理好政府和市场的关系,使市场在资源配置中起决定性作用和更好发挥政府作用”。这一新论断既是对我国过去几十年经济改革与发展经验的高度概括,也是我们党对市场经济规律认识的又一次升华,同时也为今后进一步处理好政府与市场的关系指明了 Government and the market are two different ways of allocating resources. The “Decision of the CPC Central Committee and the Central Committee of the Communist Party of China on Several Important Issues concerning the Overall Deepening of the Reform” passed by the Third Plenary Session of the 18th CPC Central Committee clearly states that “the reform of the economic structure is the key point for deepening the overall reform. The core issue is to properly handle the relationship between the government and the market. The market plays a decisive role in the allocation of resources and a better government role. ” This new conclusion is not only a high-level summary of China’s experience in economic reform and development in the past few decades, but also another distillation of our party’s understanding of the law of the market economy and a clear indication of the future handling of the relationship between the government and the market
