循环经济推动发展转型按照科学发展观的要求,宁海县把生态立县理念贯穿于经济建设、城市建设和社会各项事业的始终,在全市建成首个国家级生态示范区,努力实现经济和环境的“双赢”。在具体实践中,宁海县把发展循环经济作为缓解资源紧缺、减轻环境压力的根本出路,积极构建以循环经济为核心的生态经济体系。出台《宁海县发展循环经济实施意见》,以宁海县列入省循环经济发展10个试点县为契机,实施循环经济“2133”工程：打造2个循环经济示范基地,建设10大循环经济示范项目,培育30家清洁生产示范企业和3类资源综合利用产业。
