当今城市设计实践已成为一种致力于为人塑造场所,对城市空间公共领域形塑过程进行公共管理的实践。设计控制是城市设计管理实践中体现其管制职能的管理方式。本文基于公共管理视角,阐释和辨析设计控制的内涵、政策工具以及程序过程的公共管理属性,为建立城市设计制度框架,运用设计控制的政策工具等提供更广泛的思考维度。 Today’s urban design practice has become a commitment to shaping the place for people and public management of public space in the urban space. Design control is the management method that embodies its regulatory function in the practice of urban design management. Based on the perspective of public management, this paper interprets and analyzes the connotation of design control, policy tools and public management attributes of procedural process, and provides broader thinking dimensions for establishing urban design system framework and using design control policy tools.
