“看病难、看病贵”现象并不是医改市场化带来的,相反,恰恰是政府采取的药品集中招标行为和公立医院的营利性动机,使得医院在“以药养医”的泥潭中越陷越深。而这些问题背后的深层次原因,应当归结为卫生行政当局设立的不合理的医院绩效考核评价机制以及政府在医疗服务提供中的职能越位。就中国现实而言,医改市场化不仅必须,更是必然。其改革路径为:设立独立的“医监办”;完善医疗保险中的第三方购买机制;政府加强对医院国有资产的管理;严格规范非营利性医院的设立;给营利性医院以“国民待遇”。
The phenomenon of “seeing a doctor hard and seeing a doctor is expensive” is not brought about by the marketization of medical reform.
