许多国家都把住房保障作为经济和社会政策的重要内容,并结合本国实际制定了比较完善的住房保障制度。在社会保障制度设计中,我们尚缺乏对住房保障的制度设计,住房保障政策存在缺陷,城市廉租住房制度建设相对滞后,经济适用住房制度不够完善,政策措施还不配套。应改变目前过于依赖市场解决住房供应的现状,采取包括政府直接投资、鼓励社会参与和规划调控等多种方式保障中低收入群体的住房权利。 Many countries regard housing security as an important part of their economic and social policies and, in combination with their actual conditions, have formulated a relatively complete housing security system. In the design of social security system, we still lack the system design of housing security, there are flaws in housing security policies, the construction of urban low-rent housing system lags behind, the system of affordable housing is not perfect, and the policies and measures are not enough. We should change the current over-reliance on the market to solve the housing supply situation, and adopt various methods such as direct government investment, social participation encouragement and planning and control to protect the housing rights of low-income groups.
