社会性别预算实践在全球范围内已经历了30年的探索,各国根据不同国情,形成了具有多样性的驱动机制、实践主体以及发展特征,积累了丰富的技术经验和理论框架。国际社会广泛实行的性别预算实践,不仅是分析公共财政预算对社会性别不同影响的有效工具,也是公平分配社会资源、促进国家可持续发展的有效途径。为顺应国际趋势,中国于2005年引入性别预算至今也已有10年的实践。本文将基于我国试点的现实状况和国际主流经验,对推进我国社会性别预算的建设进行进一步的探索。
The practice of gender budgeting has gone through 30 years of exploration around the world. According to different national conditions, all countries have formed diversified driving mechanisms, practice subjects and development characteristics, and accumulated rich technical experience and theoretical framework. The practice of gender budget widely practiced by the international community is not only an effective tool to analyze the different impacts of public budget on gender, but also an effective way to distribute social resources fairly and promote the sustainable development of the country. To comply with international trends, China has also introduced 10 years of gender budgeting in 2005 so far. This article will further explore the promotion of China’s gender budget based on the actual conditions of our pilot programs and the international mainstream experience.
