在美国次贷市场崩溃而引发的金融危机席卷全球的背景下,我国经济虽然经受住了金融危机的考验,但在当前房地产价格居高不下的情况下,低收入群体住房保障问题再次突现,成为考验政府执政能力与良心的又一重大社会问题。我们应当吸取美国次贷市场崩溃的教训,解决我国低收入群体的住房问题不能也不应主要依赖住房金融贷款市场,而应更多开辟其他多元渠道,借鉴国外先进经验,结合我国实际情况,健全住房金融市场、住房租赁市场、完善保障性住房配套法律规定和规范土地出让金等多种手段与措施以保障低收入群体的住房权。
Under the background that the financial crisis triggered by the collapse of the U.S. subprime mortgage market has swept the globe, our economy has withstood the test of the financial crisis. However, under the current high real estate prices, the problem of housing security for low-income groups emerges again and becomes the Another major social problem that tests the government’s ability and conscience. We should draw lessons from the collapse of the U.S. subprime mortgage market. To solve the housing problems of low-income groups in our country, we can not and should not rely mainly on the housing finance loan market. Instead, we should open up more channels for other sectors and learn from the advanced experience of other countries and the reality of our country. Housing finance market, housing rental market, improve the supporting legal provisions of affordable housing and regulate land transfer payments and other means and measures to protect the housing rights of low-income groups.
