2008年以来的金融危机给全球养老金行业带来巨大冲击。拉丁美洲作为世界上率先进行社保私有化改革的地区,在这场危机中无疑受到很大影响,其中最令世界瞩目的是阿根廷私营养老金体系的国有化改革事件。事实上,经过20多年的私有化改革,拉美私营养老金制度存在的弊端和问题正逐步暴露出来。2005年以来,拉美国家开始呈现出新的一轮养老金改革潮流:纠正私有制度缺陷,加强公共管理,增加国家的保障责任。2008年的金融危机则进一步加快了这个进程。
The financial crisis since 2008 has had a huge impact on the global pension industry. As the first region in the world to privatize social security reform, Latin America is undoubtedly greatly affected by this crisis. One of the most notable causes of the world’s attention is the nationalization reform of the private pension system in Argentina. In fact, after more than two decades of privatization reform, the shortcomings and problems in the private pension system in Latin America are gradually exposed. Since 2005, Latin American countries began to show a new round of pension reform trend: to correct the flaws in private ownership, strengthen public administration and increase the country’s guarantee responsibility. The 2008 financial crisis further accelerated this process.
