财富的功能和属性,决定了物质财富的分配应完成双重目的,尽最大可能实现公平分享和尽最大可能促进生产。由于其产生取决于人的劳动、物质和社会,因此,财富的公平分配必须使劳动、物的所有者和社会各有所得。为了使公平分配的原则得以贯彻,国家作为社会的代表,不仅要作为公平原则的维护者,还要作为社会财富的经管者,把属于社会的财富充分利用,并公平分配给整个社会成员,这就是国家的职能所在。
