文中以航标增长趋势为基础,采用定性分析与定量计算相结合的方法,通过对影响航标管理和维护能力的因素进行研究,建立了航标管理与维护能力评估体系,并以厦门航标处为例对评估模型进行了验证,在此基础上给出为满足航标管理质量承诺目标,以航标处为单位的管理部门应具备的主要软硬件设施指标,希望为全国航标近中远期的发展规划提供参考。
Based on the increasing trend of aids to navigation, a method of combining qualitative analysis and quantitative calculation was used to study the factors that affect the management and maintenance of aids to navigation. The evaluation system of aids to navigation and maintenance was established. Taking the navigation aids of Xiamen as an example Evaluation model is validated. Based on this, the main hardware and software facilities indicators that management department should provide in order to meet the beacon management quality commitment target are given, hoping to provide a reference for the development of the national beacon in the medium to long term. .
