黄河夺淮改变了苏北水系及地理面貌 ,淮河、沂沭河衍变为灾河 ,苏北由此成为“十年九灾”之地。民国时期南京国民政府对苏北淮河及支流实施较为科学的治导 ,使淮河得到了初步治理 ,一度减轻了淮河灾害。但日本侵华战争的发生、南京国民政府政策上的偏差及诸社会因素决定了淮河千年灾害在当时不可能被根治 The Huaihe River has changed the water systems and geography of the North Jiangsu Province.
